Many portals accept a single file per document, but a marksheet has two sides, and a certificate may come as separate scans. Merging puts them in one PDF.
Mixing PDFs and photos
PDFs keep their pages as they are, so text stays sharp and selectable. Photos become A4 pages, scaled to fit. If you set a KB limit and the merged file is too big, pages are compressed until it fits.

In what order are the files merged?
In the order your phone or computer lists the selected files, which is usually by file name. To be sure, name them 1, 2, 3 before you select them.
Is there a page limit?
No fixed limit, but very large documents take longer on older phones. Portals rarely want more than a few pages per document.
